Here, international rugby board has some responsibility. IRB could have initiated some action to popularize the sport in Asia, America and South America region. IRB could have offered the TV rights of Rugby world cup 2007 at a lower price for the free to air television channel of these three regions. Anyway, I hope, rugby will be popular in every parts of the world in future.
