The PEDs changed from decade to decade, but not the fact that controls were always far behind doping techniques. Armstrong got too greedy and abused his position, that cost him being the biggest doping scapegoat of all time, deservedly. By the way LeMonde himself agrees what a huge talent Fignon was and let's face it LeMonde drafted Fignon to stay in the 1989 contention. The two greatest non doping talents of the 1980s were arguably Fignon and LeMonde (and Kelly in Classics). The 80s would have been one long battle between Fignon and LeMonde if both of them had been less injured both of them. Hinault couldn't win againt either of them (and had to be handed a tour to France on the back of Greg LeMonde once). Levi Leipheimer is another pretty great cyclist too. Maybe a few others should be mentioned as well...
